Projects, Construction and Infrastructure
Our Projects, Construction and Infrastructure Team, is led by Cathy Ley. Prior to joining Rosenblatt, Cathy spent three years as head of the Public, Private Partnership law team at the London Development Agency.
She has more than ten years experience as a projects lawyer, including working for two of the major national law firms (Pinsents and Bevan Brittan) before moving to head up the PPP Law Team at the London Development Agency for the last three years.
She has worked on a range of innovative education, health, housing, commercial development and sports arena projects, and most recently advised on a £150 million project to create, and transfer land and services to, a specialist Olympic Park legacy company for the management of growth and economic development opportunities in East London following completion of the 2012 Olympic Games.
Our Projects, Construction and Infrastructure experience includes:
- Advising on the procurement of multi-million pound major development projects including housing, light industrial and retail uses through competitive dialogue;
- Acting for major construction companies in bidding for and winning project work and negotiating inter-consortia agreements;
- A variety of pathfinder housing projects, from street properties through to extra care housing, including social housing, housing for sale and housing for market rent and devising tax efficient structures for housing and development projects;
- Putting in place design, build, finance and operational contracts, including the negotiation of lottery funding agreements, for major sporting venues;
- Advising on the outsourcing of local education authority services and on partnership contracts between health and social care services; and
- Putting together land assembly schemes and working with utilities providers and transport bodies to put in place the necessary infrastructure on the Olympic Park.
